Greer begins in mentioning that he met with French President Nicolas Sarkozy and members of his government in Washington DC and explained to them that there are two governments: the government of “We the people”, with elections and the Constitution of the USA; and something that since World War II has evolved into “a monster … that desperately needs to be put on a leash and eventually phased out, and that is the deep National Security State of unacknowledged special access projects. … These unacknowledged special access projects are projects that have not been supervised by the President or the Congress since 1956 … and they developed as a consequence of the extraordinary secrecy maintained around the UFO issue.”
